First open premiere pro software in your pc.Create a new project add your video or photo on your media browser.Drag your video or photo on timeline 

Next open effects panel and search  leave color then drag and drop leave color on your timeline 

 

Next open  leave color option and select colour selection tool and select a necessery colour on your video and increase the amount to decolor.You will get the destination..
